Staff Recommendation:

Approve Resolution of the City Council of the City of Rocklin Accepting the Public Work Known as the Railroad Safety Fencing Approving the Notice of Completion Thereof, and Authorizing and Directing the Execution and Recordation of Said Notice on Behalf of the City.
BACKGROUND:

 On March 25, 2014, the City Council approved Resolution 2014-46 authorizing the City Manager to execute a purchase and sale agreement with Union Pacific Railroad (UPRR) for property along Front Street. As part of the purchase agreement, the City would install fencing along the railroad tracks from B Street to Farron Street. The initial 1475 lineal feet of fencing was installed in 2014 with the remainder of fencing to be completed once Front Street Realignment was finished. The Front Street Realignment project was completed earlier in 2018.  The Railroad Safety Fencing project would extend the existing fence along the railroad tracks approximately 210 feet on Front Street to Farron Street.

 

 

The bid was advertised on October 12, 2018, and October 19, 2018, with the bid opening on October 31, 2018. Two bids were received with Rowar Corporation dba Arrow Fence Company coming in with the lowest base bid of $69,674. The project included a 15% contingency ($10,451.10) which was not used.  The completion date of this project was­­­ March 26, 2019, and came in at the bid amount of $69,674.


Fiscal Impact:

The project amount of $70,500 was included in the in FY18-19 budget and funded out of the TSSSDRA Fund (216).  The actual project cost is under the budgeted amount.

 

 

A fiscal analysis of this request has been completed by the Department Head and approved by the City’s Finance Division.  No fiscal impact has been identified as the amounts noted in this request are included in the original budget plus any additional appropriations as approved by Council.  Accounts are noted in the table below to demonstrate available funding.
