Adopt a Resolution of the City Council of the City of Rocklin Accepting a Grant in the Amount of $20,000 from the Rocklin Public Safety Foundation, Authorizing the City Manager to Execute an Agreement with North American Rescue for the Purchase of Safety Equipment, and Approving Additional Operating Appropriations for Fiscal Year 2018/2019 for Active Shooter Safety Equipment

BACKGROUND:

Between 2000 and 2017 there were 250 active shooter incidents with 2,217 casualties in the United States, with 799 killed and 1,418 wounded. Last year, there were 27 incidents of such attacks in sixteen states that resulted in 85 deaths and nearly 128 others injured. Law Enforcement is the lead agency in these events, but regardless of where or when these attacks occur, they unequivocally require the response of law enforcement, emergency medical personnel, fire and other support services.  Law and Fire Officials have developed Standard Operating Procedures that the City of Rocklin will begin training on and implementing this year. 

 

To meet this emerging threat, the Fire Department seeks to purchase safety equipment. The Rocklin Public Safety Foundation (RPSF)  has graciously approved a grant of $20,000 to purchase Active Shooter equipment to better enable the Fire Department to assist with these incidents. The equipment includes ballistic vests, helmets, and other necessary equipment.  The equipment does not include firearms and there is no future plans to purchase weapons. North American Rescue has issued a quote in the amount of $19,681 plus tax equaling approximately $21,065.

 

In order to purchase the equipment, the Fire Department will require a Budget Augmentation of $21,065; of which $20,000 will be directly off-set by the RPSF Grant.  The remaining funds of $1,065 to purchase the equipment will come from the Fire Department Operating Budget.

Fiscal Impact:

A fiscal analysis of this request has been completed by the Department Head and approved by the City’s Finance Department.  The direct fiscal impact will be an increase in operating expenditures by  $21,065 for Fiscal Year 2018/2019. This expenditure will be funded by a $20,000 grant from the RPSF with the remaining funded by the Fire Department Operating Budget.
