Staff Recommendation:

Adopt a Resolution of the City Council of the City of Rocklin Approving and Authorizing the City Manager to Execute a Professional Services Agreement with Regional Government Services Authority to Provide Project Management and Administrative Services.
BACKGROUND:

Regional Government Services Authority (RGS) has provided inspection services for Building/Development, City Capital, and Maintenance Improvement Projects on an on-call basis. Currently, we are experiencing a demand for services with the seasonal increase in projects and construction work/requests. To meet this demand, it is necessary to utilize RGS, as well as other contractors, in order to meet project milestones in a timely manner and not cause costly delays.

 

RGS is a joint powers authority (JPA), established in 2001, and provides services to cities, special districts, counties, other JPAs and special consortiums of government agencies throughout California.

 

The City will use RGS services mainly to expedite inspections needed due to a seasonal increase in construction activities.  This includes all commercial and residential developments and resurfacing projects slated for construction during the current Fiscal Year and Fiscal Year 19-20. This will be done on an as needed basis. Various services in addition to inspections are available on request (refer to Exhibit A of the Agreement for a complete list).


Fiscal Impact:

Funds for these services are included in the FY 18/19 Budget under the SB325 Sales Tax Fund (210) and Traffic Impact Fee Fund (302) in the Engineering Projects Division (826) and the General Fund (100) in the Engineering Division (606). .

 

Funds for RGS services have been included in the FY 19-20 Budget, that will be coming before the City Council for approval on June 25, 2019 under the Engineering Project Division (826) – General Fund (100) for $50,000 and, SB325 Sales Tax Fund (210) for $50,000, and under the Engineering Division (606) – General Fund (100) for $50,000.  RGS has notified the City that there will be an increase to their rates of 4% in FY 19-20 which has been included in the budget request by staff.   

 

A fiscal analysis of this request has been completed by the Department Head and approved by the City’s Finance Division.  No fiscal impact has been identified as the amounts noted in this request are included in the original budget plus any additional appropriations as approved by Council.  Accounts are noted in the table below to demonstrate available funding.
