Staff Recommendation:

Adopt the following Resolutions:

  1. Resolution of the City Council of the City of Rocklin Approving the Final Map of Villages at Civic Center (SD-2004-08) and Approving and Authorizing Execution of a Subdivision Improvement Agreement.

  2. Resolution of the City Council of the City of Rocklin Accepting Grant of Open Space Easement (Riparian and Creek Protection) (Villages at Civic Center)

  3. Resolution of the City Council of the City of Rocklin Accepting Grant of Open Space Easement (Detention Basin for Drainage) (Villages at Civic Center)

BACKGROUND:

The tentative subdivision map for Villages at Civic Center was approved by the City Council on September 13, 2005, per Resolution No. 2015-307, subdividing approximately 12.5 acres into 54 lots for attached single family residential lots and 11 lots for detached single-family units, and five (5) lettered lots for open space, landscape and park areas.

 

The Tentative Map Extension was approved by the City Council on September 26, 2017, per Resolution No. 2017-216.

 

Approvals of final maps are procedural in nature and per Section 66474.1. of the Subdivision Map Act, a legislative body shall not deny approval of a final map or parcel map if it has previously approved a tentative map for the proposed subdivision and if it finds that the final or parcel map is in substantial compliance with the previously approved tentative map.

 

FINDINGS, CONCLUSIONS & RECOMMENDATIONS:

 

Findings:

 

  • Location:              This project is located North of Evelyn Ave, East of Ruhkala Rd, South of Winding Lane and West of Lost Ave.  
                                    

  • Subdivider:           RIVERLAND HOMES, INC., A CALIFORNIA CORPORATION

  • No. of Parcels:  54 attached single family residential lots, 11 detached single family residential lots, and 5 lettered lots (2 City owned and maintained, and 3 HOA owned and maintained)

 

Conclusions:

  1. The map is technically correct. All conditions of approval have been met except for certain items as set forth in the subdivision improvement agreement.  All fees have been paid, and the map is ready for approval.


Fiscal Impact:
Open Space Lot C and Drainage Lot D will be dedicated in fee to the City and maintained by the City. Maintenance costs for both lots will be funded through CFD no. 5.
