Adopt a Resolution of the City Council of the City of Rocklin Adopting the FY 2020-2024 Capital Improvement Plan
BACKGROUND:

The 2020-2024 City of Rocklin Capital Improvement Plan (CIP) formerly known as the “City of Rocklin Capital Investment Plan”, has been updated to consolidate all capital projects into one living document. This is a planning document that sets forth the City’s capital improvements for the next five years to ensure that municipal infrastructure, facilities, and equipment are appropriate and adequate to serve the needs of the City of Rocklin. California Government Code section 66002 requires the CIP be adopted and annually updated by resolution of the City Council, at a noticed public hearing. Notice of the hearing was timely provided pursuant to the requirements of Government Code section 66002 and 65090.

 

The CIP determines the timing, sequence, and location of capital projects/capital equipment requests. The CIP is dynamic.  Each year, all projects and equipment purchases included within the plan are reviewed and requests for new projects/equipment purchases are considered. Pursuant to the City’s Strategic Plan, Community Plan and long-range planning objectives, each project/equipment request is analyzed according to need, relative priority and the City’s ability to implement it using available resources. Adjustments are made to existing projects/capital purchases due to changes in the conditions and/or timeline needs.

 

  • The CIP is developed by:
    • A committee comprised of the City Manager and representatives from various departments to review and approve all capital requests
    • CIP projects and purchases are guided by various development plans and policies established by the City Council and City Administration
      
  • The 2020-2024 CIP consists of:
    • Capital Projects
      • Eighteen (18) existing projects that span multiple years and have already received approval with funding identified.
      • Five (5) new projects with funding identified.
      • Eight (8) projects that are unfunded.
    • Capital Purchases for FY 2019-2020
      • Self-Contained Breathing Apparatus (SCBA) & Breathing Air Compressor
      • Use of Force Simulator
      • Fire: Engine Equipment, Hose & Rescue Equipment
      • Two (2) Police vehicles will be replaced
      • One (1) Dump Truck will be replaced
      • One (1) Vactor Truck will be replaced
      • One (1) Parks Truck will be replaced
      • One (1) Chevy Trailblazer will be replaced
      • One (1) Landscape Vehicle will be purchased
      • One (1) Crafco Patcher Hot Mastic/ Sealant Melter will be purchased
      • One (1) Gator/ Field Maintenance Equipment will be purchased

       

  • A total of $15,072,200 in Capital Projects and Purchases have been identified for Fiscal Year (FY) 2019-2020 (See Exhibit A of the Resolution for a complete list).

Fiscal Impact:

Fiscal Impact: FY 2019-2020 funding for the CIP projects and purchases in the amount of $15,072,200 spans multiple funds and divisions (see Exhibit A of the Resolution). The funding for Fiscal Year (FY) 2019-2020 has been identified and included in the FY 2019-2020 Budget that will also be presented for Council approval on June 25, 2019.
