Staff Recommendation:

Adopt a Resolution of the City Council of the City of Rocklin Awarding the Contract for the Fire Station No. 23 Administration Accessibility and Interior Improvements Project to JPB Design, Inc., and Authorizing the City Manager to Execute an Agreement with JPB Design, Inc.  
BACKGROUND:

On February 27, 2017, the City Manager recommended to and was directed by the City Council not to move forward with the construction of the New Fire Station No. 23. Instead of new construction, staff was directed to determine a scope of work and associated costs for a remodel and retrofit of the existing Fire Station No. 23. COP Bond (311) funds were then reallocated for this remodel project.

 

Due to the need to keep the Fire Station operational during construction, the project was split into two phases. Phase 1 is the remodel of the dorm side of the building and Phase 2 is the remodel of the administration side.  On February 12, 2019, Council awarded the bid for the remodel of the Phase 1 dorm side of the building and construction is underway.

 

Staff is now preparing for Phase 2 and has worked with fire personnel regarding the project scope, completed construction plans, and prepared the bid documents.  The Fire Station No. 23 Administration Accessibility & Interior Improvements Project was advertised on May 10, 2019, and May 17, 2019, with the bid opening on May 31, 2019. Two (2) bid(s) were received from the following:

 

  • JPB Designs, Inc.                                                                          $390,000
  • Swierstok Enterprise Inc., dba Pro Builders                           $468,000

 

Staff has reviewed the bids for sufficiency and recommends that the City Council award the bid to JPB Designs, Inc. and establish the City Manager’s change order authority at 15% ($58,500).


Environmental Analysis:

The City of Rocklin’s Environmental Coordinator has reviewed Fire Station No. 23 Interior Improvement Projects and determined that they are exempt from review under the California Environmental Quality Act (CEQA) pursuant to California Code of Regulations Section 15301 & 15302. The Notice of Exemption was previously approved by the Rocklin City Council through Resolution No. 2019-31; Fire Station No. 23 does not result in any environmental impacts beyond those that were previously identified.


Fiscal Impact:

This project is included in the FY 19-20 Capital Budget and is funded under the RFPA Capital Fund (311).  A fiscal analysis of this request has been completed by the Department Head and approved by the City’s Finance Division.  A total of $1,120,000 has been included in the proposed FY 19-20 Budget for the Fire Station No. 23 & Fire Station No. 24 Remodel Projects that will come before Council on June 25, 2019.   The start date for this project will be after July 1, 2019, and is dependent on the approval of the FY 19-20 Capital Budget.  Listed below is the amount, account code, lowest bidding contractor, bid cost, and FY 19-20 Budget requested:
