Staff Recommendation:

Mayor to Read: Pursuant to Government Code section 54953(c)(3), this item recommends the following salaries, salary schedules, and compensation of local agency executives: 1% increase in the base salary of the Assistant City Managers and Department Heads, and setting the salary for the Director of Human Resources at Management Salary Range 32, $135,142- $186,295 annually, with benefits provided to employees in the Management Unit.

 

Adopt the Resolution of the City Council of the City of Rocklin Adopting the Salary Schedules.

BACKGROUND:

Ordinance No. 982 requires  a schedule of the compensation of employees and elected officers to accompany the proposed budget each year, and the California Code of Regulations require the City's salary schedules to be adopted at a public meeting. 

 

The updated salary schedules include the salary adjustments reflected in the previously-approved collective bargaining agreements,  recommended revisions to the Management and Confidential Employee Salary Schedules for the 2019-2020 fiscal year, and the compensation schedule for the elected officers and appointed commissioners previously adopted by City Council. The Management and Confidential Employee Salary Schedules include a recommended 1% base salary adjustment for the 2019-2020 fiscal year.

Management Salary Schedule:
Changes to the Management Salary Schedule include the addition of a Deputy Director of Parks and Recreation classification, at Management Salary Range 23 ($108,213- $149,172). The Deputy Director of Parks and Recreation will be responsible for assisting the Director of Parks and Recreation with planning, directing, managing and evaluating the activities, programs, operations, and staff of the Parks and Recreation Department. It is anticipated this classification will not be filled until early next year.

The updated Management Salary Schedule also includes the addition of a Director of Human Resources classification at Management Salary Range 32 ($135,142- $186,295). Formerly, the Director of Administrative Services classification (also at Salary Range 32) was responsible for overseeing the Human Resources Division. Due to a  recent restructure, the Administrative Services Department and the Director  of Administrative Services classification were eliminated, and the Human Resources Division became the Human Resources Department. The Director of Human Resources will report to the City Manager, and be responsible for planning, directing, managing, and evaluating the activities, programs, and staff of the Human Resources Department. With the addition of the Director of Human Resources position, the Human Resources Manager classification will be eliminated, and removed from the Management Salary Schedule.

The Management Salary Schedule also reflects a title change from Director of the Office of Long-Range Planning to the Director of Long Range-Planning and Housing; the classification will remain at Management Salary Range 23.

 

Lastly, the updated Management Salary Schedule reflects the elimination of the Application Services Administrator, Deputy Director of Administrative Services, Director of Administrative Services, Economic Development Manager, Environmental Services Operations Manager, Marketing and Development Specialist, and the Principal Systems Engineer classifications since the classifications are no longer in use.

Public Service Employees Salary Schedule:
The Public Service Employees Salary Schedule is revised to include a Senior Code Enforcement Officer classification at Public Service Employees Salary Range 32 ($66,291- $91,382). The Senior Code Enforcement Officer will be responsible for organizing, planning, prioritizing, assigning, and reviewing the work of assigned personnel engaged in code enforcement operations; training, providing direction, and/or supervising assigned code enforcement staff; and handling the most complex and sensitive code enforcement activities.

The job specifications for Director of Human Resources, Director of Long-Range Planning and Housing, Deputy Director of Parks and Recreation, and Senior Code Enforcement Officer have been included for informational purposes, and are attached as Exhibit A to this staff report.

The total number of full-time employees and permanent part-time positions allocated to each Department for fiscal year 2019-2020 has been included for informational purposes, and is attached as Exhibit B to this staff report.


Fiscal Impact:
Funding for the authorized positions is included in the 2019-2020 budget.
