Introduce an Ordinance, waive full reading and read by title only, an Ordinance of the City Council of the City of Rocklin adding Section 2.44.120 of the Rocklin Municipal Code pertaining to the Youth Commissioner for the Parks, Recreation and Arts Commission.
BACKGROUND:

The Rocklin Municipal Code, Chapter 2.44 established the Parks, Recreation, and Arts Commission and set forth the rules and regulations for governing the Commission. At the September 24, 2013 meeting of the City Council, the Council agreed to the appointment of a Youth Commissioner to the Parks and Recreation Commission. The minutes from the meeting reflect Council agreed the Youth Commissioner would be a senior from any high school in the City of Rocklin, he or she would undergo the same screening process as other Board and Commissioners, and he or she would serve a one-year term.

On May 28, 2019, Council requested staff bring back an item for Council future consideration changing the requirements for the Youth Commissioner from a high school senior, to a high school junior. Consistent with the City’s existing Personnel Rules, it is recommended the requirements for the Youth Commissioner indicate he or she must be 16 years of age or older. The Council Rules of Procedure require Boards and commissions to be formed by ordinance or resolution; for consistency and efficiency, it is recommended the Youth Commissioner position be added to Chapter 2.44 of the City Code.

The proposed ordinance adds Section 2.44.120 to the City Code, establishing the requirements for the Youth Commissioner, as follows:

• The Youth Commissioner must be at least 16 years of age, a resident of Rocklin, and enrolled     as a junior or senior in high school, in the City of Rocklin.

• The Youth Commissioner will serve a one-year term, from July 1 to June 30th of the following year.

• The Youth Commissioner is a volunteer position; it is not a compensated position.

• The Youth Commissioner is a non-voting member of the Parks, Recreation and Arts Commission, 

   and is not included for purposes of determining a quorum.
Fiscal Impact:

There is no fiscal impact from the adoption of this ordinance.
