Staff Recommendation:

Adopt a Resolution of the City Council of the City of Rocklin Approving Support of the Hacker Lab Rocklin Facility and Authorizing the City Manager to Execute a Memorandum of Understanding with the Hacker Lab.
BACKGROUND:
The City of Rocklin has supported the operations of Hacker Lab of Rocklin since 2015. Hacker Lab operates maker space, entrepreneurship and workforce development programs, which are designed to create new business, job placements, and encourage college enrollments in the City of Rocklin and the surrounding region.

In the past, there was no agreement between the parties regarding the City’s financial support and after the initial year of support, the City Manager determined each year whether to continue with the contributions.

This year, the Hacker Lab has proposed a Memorandum of Understanding whereby the City and staff would receive discounted opportunities for use of Hacker Lab facilities and programs in consideration for continuing City support of the Hacker Lab for a 3 year term through June 30, 2022. In the event funding is not approved beyond the upcoming fiscal year, we have included a provision for early termination by either party. It should be noted, however, that if Hacker Lab terminates for any reason, they would be required to refund the City on a pro-rata basis, for the unused portion of the annual contribution made by the City.
Fiscal Impact:
Under the terms of the Memorandum of Understanding, the City of Rocklin agrees to pay Hacker Lab $33,333 in support fees for FY 2019/20, as well as $33,333 each for FY 2020/21 and FY 2021/22. This expense has been included in the proposed City Manager Department budget for FY 2019-20 out of the General Fund. In the event the City Council does not approve funding for this expense in FY 2020/21 and/or FY 2021/22, the City can terminate the Memorandum of Understanding.
