On April 25, 2017, Council approved a Consultant Services Agreement with Fehr & Peers for a Transportation Impact Study on the College Park (formerly Sierra Villages) Project, in the total not to exceed amount of $98,000. On the same date, Council approved an Agreement with Evergreen Sierra East LLC, which required Evergreen to pay for the cost of the Transportation Impact Study.
College Park is a 107.2 acre site, comprised of two sites, the North Village (71.4 acres) on the northeast corner of Rocklin Road and Sierra College Boulevard and the South Village (35.8 acres) on the southeast corner of Rocklin Road and El Don Drive. The project is proposed to be developed into a Planned Development (PD) featuring parks, open space and trails surrounded by residential and mixed uses (retail, office, medical, institutional, residential uses). It was determined that a Transportation Impact Study (TIS) was needed to process the project for purposes of complying with the California Environmental Quality Act (CEQA). Fehr & Peers was selected to perform that work, as overseen by the City. Through the Consultant Services Agreement, the City oversees and manages the effort and the project, and through the agreement with Evergreen, Evergreen pays for the cost of the TIS.
Due to the passage of time since work on the TIS began, it has been determined that an amendment to the existing Consultant Services Agreement is necessary to update the existing conditions traffic counts and to update the existing plus approved projects scenario. The additional services will require an increase in the contract amount by $18,000, for a total not to exceed amount of $116,000. An amendment to the Agreement with Evergreen Sierra East LLC, is also necessary to include payment for the additional TIS cost. The amendments will increase the cost for the TIS by $18,000.00, and will be funded by the project applicant.
