Resolution of the City Council of the City of Rocklin approving Pacific Street at Rocklin Road Roundabout Design Concept and Authorizing the City Manager to Move Forward with Rights of Way Discussions and Negotiations with Property Owners in Preparation for Property Acquisition Upon Environmental Approval.

Staff Recommendation:

Adopt a resolution accepting the Pacific Street at Rocklin Road Roundabout concept design and authorize the City Manager to move forward with Rights of Way discussions and negotiations with property owners.

BACKGROUND:

The Pacific Street at Rocklin Road Roundabout Project is currently undergoing an extended environmental review process, by the Caltrans Headquarters Cultural Studies Office (CSO), which staff anticipates being completed in mid to late October. Until the environmental process is complete the City cannot receive Federal/State authorization to proceed, finalize the roundabout design, purchase right of way, or start the bidding process. 

 

Staff is currently reviewing processes and efficiencies associated with this project so that once the environment approval is received the City can immediately move forward with finalizing the design with the appropriate state agencies, request Council approval to purchase rights of way, and start the bidding process.  In order to accomplish this, staff is requesting that Council approve the roundabout design concept as presented this evening and authorize the City Manager to move forward with the discussions and negotiations with property owners to purchase the needed rights of way as soon as the environmental clearance is received.
