The City of Rocklin has had an Administering Agency-State Agreement for Federal-Aid Projects (Master Agreement) with the State for many years. The Master Agreement was last revised effective August 15, 2016, per Council Resolution 2016-196 to incorporate various changes in regulations and policies involving Federal funds.
Supplemental Agreements to this Master Agreement are used for funding specific projects where State/Federal funds are utilized.
This Supplemental Agreement is specifically for funding the Citywide Dig Outs Project that Council awarded the contract for on May 28, 2019, per Resolution 2019-135. It stipulates that $2,375,463 in Federal funds are obligated for construction of this project. These funds are designated as RSTP (Regional Surface Transportation Program) funds that are used for roadway improvements.
Program Supplemental Agreements must be executed for eligible projects and submitted to the California Department of Transportation (DOT) in order for these funds to be claimed. These agreements are ministerial in nature and are essentially claim forms with the State for reimbursement, with project specific covenants and remarks. Previously, these agreements have been submitted to Council for approval which in some cases could cause project and funding reimbursement delays. Authorizing the City Manager, the Public Services Director or City Engineer to execute these agreements directly would increase efficiency and expedite the reimbursement process as projects move forward. This process is recommended and supported by the California Department of Transportation.
Eligible projects that include Federal funding and require these supplemental agreements have already been approved by the City Council as part of the Capital Improvement Plan and through the bid award process. They have also been identified and approved in the Regional Transportation Plan (RTP) and Metropolitan Transportation Plan (MTP).
