Staff Recommendation:

A. Adopt a Resolution of the City Council of the City of Rocklin Approving the Addition of the Planning/Building Technician I/II Classification, and Updating the Public Service Employee, Permanent Part-Time, and Temporary Part-Time Salary Schedules.

 

B. Adopt a Resolution of the City Council of the City of Rocklin updating the classifications designated in the Public Service Employees Bargaining Unit


BACKGROUND:

The City currently has a Planning/Building Technician classification within the Public Service Employees Bargaining Unit at Salary Range 23.  There are four (4) Planning/Building Technician positions within the Permit Center of the Community Development Department that provide information and direction to the public on planning, engineering, and building issues, processes, and requirements. There is also one (1) full-time Senior Office Assistant position and two (2) full-time Office Assistant II positions that support the Permit Center by assisting customers with the more routine issues and questions, and providing clerical support for the Planning/Building Technicians and other classifications within the Community Development Department. In order to create a career path within the Planning/Building Technician series, it is recommended that a Planning/Building Technician I/II classification be placed in the Public Service Employees Bargaining Unit at Salary Range 19 ($48,089-$66,290 annually) and Range 23 ($53,081-$73,172 annually) respectively.      

 

The Planning/Building Technician I would be the entry level class in the Planning/Building Technician series. Positions in this class typically have little or no directly related work experience and work under immediate supervision. The Planning/Building Technician II would be the journey level class where incumbents are expected to independently perform the full scope of assigned duties with minimal supervision. Incumbents may advance to the Planning/Building Technician II level after gaining the knowledge, skills, and experience required to meet the qualifications, and demonstrating the ability to perform the work. There are currently four (4) incumbents who are Planning/Building Technicians. If the Planning/Building Technician I/II classification is approved, they would be re-titled to Planning/Building Technician II at the same salary range they are at now. AFSCME Council 57 Local 146 AFL-CIO, representing the Public Service Employees Bargaining Unit agrees with the placement of the Planning/Building Technician I/II classification in the Public Service Employees Unit. The job specification for Planning/Building Technician I/II has been included for informational purposes, and is attached as Exhibit A to this staff report.                   

 

The Permanent Part-Time Employees Hourly Salary Schedule includes specific positions that are included in the City’s annual personnel budget.  Effective January 1, 2020, the minimum wage rate in California will increase from $12.00 per hour to $13.00 per hour.  The positions on this schedule that make less than $12.00 per hour are the Office Assistant I and the Program Assistant I, which are in Salary Range 5, and have a Step 1 wage of $12.00 per hour.  In order to comply with the new minimum wage rate, the Step 1 wage for Salary Range 5 will move from $12.00 per hour to $13.00 per hour. Due to Salary Range 5 increasing other part-time positions will be moved up as well to avoid compaction.  Additionally, a new part-time Reserve Police Officer Coordinator position is being added to Salary Range 12A with only one step at $20.00 per hour. The changes to Step 1 of each impacted Salary Range are summarized in the table below. The changes to the Permanent Part-Time Employees Hourly Salary Schedule will be effective on December 21, 2019, which is the pay period that includes January 1, 2020.

The Temporary Part-Time Employees Hourly Salary Schedule includes positions that are not included in the City’s annual personnel budget and are paid for with funds that are designated to hire temporary part-time workers on an as-needed basis.  Effective January 1, 2020, the minimum wage rate in California will increase from $12.00 per hour to $13.00 per hour.  The positions on this schedule that make less than $12.00 per hour are the Reserve Police Officer, which has only one step at $12.00 per hour, and the Office Assistant I, and Program Assistant I, which are in Salary Range 5, and have a Step 1 wage of $12.00 per hour.  In order to comply with the new minimum wage rate, the Step 1 wage for the Reserve Police Officer will be $13.00 per hour, and Salary Range 5, Step 1 will move from $12.00 per hour to $13.00 per hour. Fiscal Impact:
There is no fiscal impact since the increases for the part-time positions were built into the 2019-2020 budget.
