Staff Recommendation:

Adopt a Resolution of the City Council of the City of Rocklin approving and authorizing the City Manager to execute the First Amendment to Subdivision Improvement Agreement for a Turn-Key Park (Pernu Park) and directing the recordation of the amendment by the City Clerk.


BACKGROUND:

The tentative subdivision map for Whitney Ranch Phase 2 was approved subject to certain conditions, including the execution of an agreement for the dedication and improvement of a public park on Lot 48 (Pernu Park). A turn-key park agreement was approved by the City Council on October 14, 2014 per resolution 2014-217. The developer for the project, Sunset Ranchos Investors, LLC completed a park on a 2.9 acre portion of Lot 48 to include a half basketball court, swings, and covered picnic area.

The agreement included a condition (Section 7B) indicating that the future use of the remaining 2.6 acres was to be determined. City staff and the developer have been in discussions for several years as to the best use for the remaining portion and have agreed that buildout of the park to include; two play structures (ages 2-5 and 5-12), interpretive signage, benches, a lawn area, and a shade structure represent the best use of the space (see attached). The proposed design was reviewed and unanimously supported by the Parks, Recreation and Arts Commission on November 13, 2019.

Fiscal Impact:

The developer will cover all costs associated with design and construction of the park (currently estimated at $1,600,000) and will convey ownership of the park to the City upon completion, currently anticipated by late summer 2020.  The park will be maintained by the City through the appropriate park maintenance fees.
