Adopt the following Resolutions:

 

A.  Resolution of the City Council of the City of Rocklin Accepting a Notice of Exemption for the Stormwater Pipe Replacement

 

B.  Resolution of the City Council of the City of Rocklin Approving and Authorizing the City Manager to Execute a Contractor Services Agreement for the Stormwater Pipe Replacement with SAK Construction, Inc.


BACKGROUND:

On June 25, 2019, the City Council approved the FY 2019-2020 budget along with Resolution No. 2019-174 which approved the 2020-2024 Capital Investment Plan.  Included in the plan was the “Stormwater Replacement Projects”, which replaces corrugated metal storm drain pipe (CMP) in various locations throughout the City that has failed or is in jeopardy of failing. It has become necessary to replace the existing CMP as it has outlived it’s life cycle and is deteriorating to a point that it risks or has experienced a critical failure. 

  

Lining existing storm drain pipes, which is necessary in these cases, is a specialized process. Staff found that SAK Construction, Inc., a local vendor, performs this type of pipe sleeving /repair and is very familiar with the City’s storm drain system.  In addition, SAK Construction is the low bid contractor with National IPA, previously known as The Cooperative Purchasing Network (TCPN), which is a Group Purchasing Organization (GPO) open to public agencies of which the City is a member. National IPA has already completed the formal process to identify the lowest bid contractors in various services which allows the City to utilize the National IPA contract and move quickly to secure SAK Construction, Inc., services.

 

The amount of $150,000 plus the City Manager’s change order authority of 15% ($22,500), will be funded by the Streets Maintenance Reserve (fund 120).


Environmental Analysis:

The City of Rocklin’s Environmental Coordinator has review the Corrugated Metal Pipe Replacement Project and determined that it is exempt from review under the California Environmental Quality Act (CEQA) pursuant to California Code of Regulations Section 15301 – Existing Facilities and 15302 – Replacement or Reconstruction and has prepared a Notice of Exemption.


Fiscal Impact:

No additional fiscal impact has been identified as the amounts noted in this request are included in the original budget approved by Council.  The account is noted in the table below to demonstrate available funding.
