Subject:Award the Contract for the Ranch View Drive Road Resurfacing Project to American Pavement System Inc. and Authorize the City Manager to Execute an Agreement with American Pavement System, Inc.

Staff Recommendation:

Adopt a Resolution of the City Council of the City of Rocklin awarding the contract for the Ranch View Drive Road Resurfacing Project and authorizing the City Manager to execute an agreement with American Pavement System, Inc.
BACKGROUND:

The Ranch View Drive Road Resurfacing Project is part of the Annual Road Resurfacing which was included in the FY 2019-2020 budget approved by Council on June 25, 2019.  This project consists of a road micro-pave and striping reconfiguration along Ranch View Drive, West Ranch View Drive and Spring Creek Drive (Exhibit A).

 

 The Ranch View Drive Road Resurfacing Project was advertised on January 24, 2020, and January 31, 2020, with the bid opening on Thursday, February 13, 2020. Six (6) bids were received from the following (Exhibit B):

 

·       American Pavement System, Inc.                               $163,096.00

·       Sierra Nevada Construction, Inc.                                $183,007.00

·       Intermountain Slurry Seal, Inc.                                   $189,189.00

·       Pavement Coating, Inc.                                                $190,231.25

·       VAA International                                                         $197,000.00

·       Dryco Construction, Inc.                                              $238,695.20

 

Staff has reviewed the bids for sufficiency, and determined American Pavement System Inc. is the lowest responsible bidder. Staff recommends the City Council award the contract for the Project to American Pavement System, Inc. and establish the City Manager’s change order authority at 15% of the contract ($24,464.00 rounded) for a total of $187,560.00.

Environmental Analysis:

The City of Rocklin’s Environmental Coordinator has reviewed the Ranch View Drive Road Resurfacing Project and determined that it falls under the previously approved Notice of Exemption for the City’s road resurfacing projects, Resolution 2019-236, and is exempt from review under the California Environmental Quality Act (CEQA) pursuant to California Code of Regulations Section 15301 & 15302.

Fiscal Impact:

No additional fiscal impact has been identified as the amounts noted in this request are included in the original budget approved by Council.  The account is noted in the table below to demonstrate available funding.
