Staff Recommendation:

Consider the plans presented today for the first Traffic Committee Town Hall Meeting and provide staff with feedback and direction.

BACKGROUND:

Developing a program that provides more citizen and business owner engagement in traffic safety matters within the City of Rocklin was the subject of City Council discussion at the November 12, 2019, and January 14, 2020, City Council meetings. After considering and discussing the possibilities of forming another Committee, or adopting a new Traffic Committee Ordinance, Council determined it would be best to move forward with periodic Town Hall Meetings hosted by the existing Traffic Committee. Council directed Staff to return to a future City Council meeting with a proposed format for conducting public forums hosted by the Traffic Committee.

 

FIRST TOWN HALL MEETING:

 

Staff proposes to hold the first Traffic Committee Town Hall meeting sometime within 60 days of this meeting. The primary focus of the initial meeting will be to introduce the Committee Members to the residential and business community, explain the purpose of the Committee, and provide a variety of information and education to those who attend (e.g., how speed limits are determined). An agenda recommended for the first Traffic Committee Town Hall Meeting is attached to this Staff Report as Exhibit A.

 

While the purpose of the meeting is not for attendees to bring forward complaints regarding individual concerns (e.g., people never stop at the stop sign in front of my house), we recognize that a good number of attendees may be looking for such an option during the meeting. To that end, a portion of the meeting will be about the process for submitting individual concerns, including a flyer or similar publication containing directions and contact information. We will also provide attendees with an opportunity to complete a form and submit written concerns into a collection box at the Town Hall meeting. At the end of the meeting, we will also provide attendees with an opportunity for Public Comment.

 

FUTURE TOWN HALL MEETINGS:

 

Following the initial meeting, Staff will provide a report to the City Council and seek further direction and comments.

Fiscal Impact:

Fiscal impacts associated with conducting Traffic Committee Town Hall Meetings are unknown and difficult to project. There may be a small amount of overtime expense associated with conducting these meetings. In addition, there could be some additional expense associated with a potential increase in traffic investigations and related costs. Staff will consider the potential costs when developing proposed budgets for FY 2020/21.
