On December 10, 2019 the City Council held a public workshop regarding the ongoing changes to state laws that govern ADUs and JADUs. Subsequently, a draft ADU ordinance was presented to the Rocklin Planning Commission for consideration on February 4, 2020. Following a public hearing, the Planning Commission voted unanimously to recommend Council approval. Recently, on February 25, 2020, the City Council considered the proposed Ordinance. After a public hearing, public comment and deliberations, the Council voted 5-0 to introduce, waive the full reading and read by title only, an Ordinance of the City Council of the City of Rocklin to repeal and re-enact, and enact certain sections of title 17 of the Rocklin municipal code to update regulations for accessory dwelling units and junior accessory dwelling units. A second reading (title only) is necessary for the adoption and passage of the Ordinance.
Proposed Ordinance- Summary
In order to bring Title 17 into compliance with State regulations this Ordinance Amendment proposes the following:
• Enact Section 17.04.015 defining “Accessory Dwelling Unit”
• Enact Section 17.04.275 defining “Junior Accessory Dwelling Unit”
• Repeal and re-enact Section 17.04.515 defining “Secondary Residential Unit” to reference new Section 17.04.015 ADU definition
• Repeal and re-enact Section 17.08.020 to delete reference to “secondary residential unit” in Dwelling Unit Minimum Area under Use Regulations Generally, and exempt accessory dwelling units and junior accessory dwelling units from minimum area standards in Dwelling Unit Minimum Area, under Use Regulations Generally
