Subject:City Clerk Appointment and Employment Agreement

Staff Recommendation:

A. Prior to taking final action, pursuant to Government Code section 54953(c)(3), read the Employment Agreement Key Terms.

 

B. Adopt a Resolution of the City Council of the City of Rocklin Appointing Hope Ithurburn to the position of City Clerk and Authorizing the Mayor to Execute the Employment Agreement with the City Clerk.

BACKGROUND:

The City Clerk position became vacant in November 2019, due to the retirement of the prior incumbent. The City Council appointed Deputy City Clerk Hope Ithurburn as the Interim City Clerk on January 14, 2020. Based upon Ms. Ithurburn’s qualifications and exemplary service in the position of Deputy City Clerk and Interim City Clerk, Council directed the City Manager to negotiate an employment agreement with Ms. Ithurburn for the position of City Clerk. Following successful negotiations, Ms. Ithurburn has accepted the appointment to the position of City Clerk, effective March 14, 2020.

The Employment Agreement Key Terms are as follows:

 

  • The term of the agreement is for four years, commencing March 14, 2020;

 

  • The annual base salary is $107,000;

 

  • The City Clerk shall receive the benefits provided to non-public safety City department heads, as set forth in the City’s Rules, Regulations, Benefits and Policies for Management Employees as modified by Council from time to time, unless otherwise provided in the Employment Agreement;

 

  • The PERS retirement benefit shall be according to the 2% at 55 formula for CalPERS members. The City Clerk shall pay the Employee’s contribution, and contribute 2% to the Employers’ contribution;   

 

  • The City Clerk shall receive a City-paid basic life insurance plan in the amount of $200,000 and a policy for AD&D for up to $200,000;   

 

  • The City Clerk will receive an automobile and cell phone allowance in the amount of $3,000 annually;   

 

  • If the City terminates the Employment Agreement early, without cause, the Agreement provides for a severance payment equivalent to six months base salary.

 

A copy of the employment agreement is attached to the Resolution.


Fiscal Impact:

Expenditures associated with this contract are incorporated within the 2019/2020 budget.
