Subject:Purchase Approval of New Play Structure for Vista Grande Park

Staff Recommendation:

Adopt a Resolution of the City Council of the City of Rocklin Authorizing the City Manager to Execute an Agreement with Miracle Playsystems, Inc. for the Vista Grande Park Play Structure.

BACKGROUND:
On June 25, 2019, the City Council approved and adopted the fiscal year 19/20 budget which included the purchase and installation of a new play structure at Vista Grande Park. The original playground structure was installed in 1995 and has reached the end of its useful life.

The purchase and installation of the new play structure will provide the residents living near Vista Grande Park the opportunity to enjoy a new state-of-the-art play structure and other amenities such as a dome climber, zip line, shade cover, therapy swing, and a ten spin. The existing swings will remain in place and the spring riders will be moved to another area within the playground. Along with the installation of the play structure, this project will include providing required ADA accessibility to the playground. The play structure is manufactured by Miracle Playsystems Designing Play, which has provided play structure equipment for several other playgrounds throughout the City. Staff recommends contracting with Miracle Playsystems Inc. without use of a competitive bidding process because they are familiar with the existing and new equipment, which is expected to facilitate and expedite installation of a new playground structure.   Miracle Playsystems Inc. will complete the removal of the existing play structure, installation of the new play structure, and the installation of new ADA ramp. The new playground should be open to the public by the end of June 2020.
Fiscal Impact:

The total cost of this project is $111,947.99.  The cost breakdown of services and equipment is provided within the attached agreement (RESO Exhibit 1).  This amount is included in the Parks and Recreation Department FY 19-20 approved budget.  A fiscal analysis of this project has been completed by the Department Head and approved by the City’s Finance Department, and no additional budget appropriation is necessary.  The table below shows the breakdown of amounts being charged to each account code.
