Adopt a Resolution of the City Council of the City of Rocklin authorizing the City Manager to execute an agreement with GW Demolition, Inc. for select demolition and asbestos abatement of Sunset Whitney Recreation Area structures, and approving the related appropriation of funds for FY 2019/20.
BACKGROUND:

The Sunset-Whitney Recreation Area ("SWRA") includes two structures that were previously the golf pro shop and clubhouse/banquet facility for the Sunset-Whitney Golf Course. These structures have remained unoccupied since the property was acquired by the City and are in a state of disrepair. Although the structures have remained locked, boarded up, and surrounded by chain link fencing, there continues to be regular trespassing and vandalism thereby increasing risk, liability and jeopardizing the future utility of the structures.

 

Given the ongoing burden to staff to remove trespassers and maintain the structures, the City now desires to have a contractor, under consultation with a structural engineer, remove all non-load bearing walls and otherwise gutting the buildings so that only the structural members (including shear wall sections) and roof remain. This approach will allow law enforcement to see through the buildings and remove what has become an attractive nuisance. This would also allow potential re-use in the future (of all or portions of the buildings).

In order to proceed with the project, the City must hire a contractor to provide the demolition and asbestos abatement work, as well as a structural engineer to provide professional engineering guidance to the City and its demolition contractor.

Due to the specialized nature of the work necessary to demolish the structures and abate the asbestos problem, staff sought informal quotes from area industry professionals. Staff received two quotes and recommends proceeding with the low bid received from GW Demolition, Inc., for $243,600. The resolution presented today for consideration includes authorization for the City Manager to execute the contract for a not to exceed amount of $243,600, and to amend the contract to increase the amount by 15% for a total amount of $280,140. The budget appropriation requested today factors in the total not to exceed amount of $280,140.

Staff has identified a qualified Structural Engineer to provide consulting services to the City and its demolition contractor. Subject to the City Council’s approval of the requested budget appropriation, the City Manager will execute a contract with the Structural Engineer for an amount not to exceed $25,000. The budget appropriation requested today factors in a total not to exceed amount of $28,750 for the professional Engineering Services contract, which includes a 15% contingency fund to complete these services, if needed. The execution of the structural engineering contract and the potential amendment to utilize the contingency funds are within the City Manager’s signing authority (up to $50,000) provided Council has appropriated funds within the budget.


Fiscal Impact:

The total cost for this project is $308,890. The Parks and Recreation Department budgeted a total of $110,000 in FY 2019/20 for ongoing and additional expense incurred after opening portions of the Sunset Whitney Recreation Area. These funds will be allocated to this Project; however, staff is requesting an additional appropriation of $198,900 (rounded) in Capital Construction Funds to cover the balance of the Project costs.
