| | | | | | | | BACKGROUND: | Since 2006 the City has had an agreement with Willdan Financial Services to provide administrative services for its special assessment and special tax districts. In total Willdan provides support services for 9 Community Facilities Districts, 2 Landscape and Lighting Maintenance Districts, and the Park Maintenance Tax. The current agreement was signed in 2006 for 3 years and has been extended annually every year since.
Since 2006 Willdan Financial Services has provided administrative services for the City’s special tax/assessment districts. The services provided include: maintaining current databases of which parcels are responsible for each tax/assessment, calculating the annual tax/assessment for each parcel, submitting the appropriate data to Placer County, answering citizen’s questions, and making the required regulatory filings on the City’s behalf.
The dollar value of the 2020-21 agreement is $81,482, which is $788 lower than the 2019-20 fee. This is due to reduced arbitrage fees, which are a recurring, but not annual, expense. Staff is aware of the City's Procurement Policy requirement for a competitive process to award the contract, however, the administration of the special districts is a specialized area that is not easily transitioned to a new consultant. Staff planned to take this service out to bid this August for fiscal year 2021-22, but is unable to due to additional workload and scheduling issues. This will go out to bid in the spring of 2021 for the 2022-23 levies.
