Subject:Purchase of Six Chevrolet Tahoes in FY 19-20

Adopt a Resolution of the City Council of the City of Rocklin Approving and Authorizing the Purchase of Six Chevrolet Tahoes from Winner Chevrolet and Authorizing an Additional Budget Appropriation.
BACKGROUND:

Included in the Draft Budget’s FY 2019-2020 Projected Actuals is the purchase of six (6) Chevrolet Tahoes.  These were originally slated for the upcoming FY 2020-2021 budget, however funding recently became available for their purchase during the FY 2019-2020 year. Staff anticipates purchasing these vehicles under  California State Contract #1-18-23-23D (Attachment "A"). The state's program provides local government agencies access to competitively bid and publicly solicited contracts from vendors who supply goods and services.  Contracts are created through a competitive bid process that allows members to “piggyback” on the competitive bid contract.  This eliminates the need to complete the individual RFP/Bid process allowing the City to move quickly to secure services/equipment.

 

Pursuant to the state contract, Winner Chevrolet has issued a quote for the Chevrolet Tahoes at $40,207 each (Attachment "B"). Staff request authority to purchase six Chevy Tahoes from Winner Chevrolet in an amount not to exceed $241,242, pursuant to California Contract No. 1-18-23-23D.

 

In addition, the City will incur costs to up-fit each vehicle for police use at approximately $43,000 per vehicle. The costs for up-fitting the vehicles are set forth in the CIP and below, and will be handled with existing vendor purchase agreements:

 

Lights & siren:                    $6,500

Cage and prisoner seat:     $2,500

In-Car Camera System:      $7,500

Radar System:                    $5,000

Police Radio:                       $8,000

Installation:                          $5,500

Other:                                  $8,000

(mobile computer, ballistic door panels, etc.)

 

The estimated total cost for each vehicle with up-fitting is $83,000. Staff requests an additional appropriation in the amount of $498,000 for the purchase and up-fitting of the six Chevrolet Tahoe vehicles.

 

 
Fiscal Impact:
The cost of six vehicles is estimated to be $498,000 and requires additional budget appropriations and will necessitate a budget amendment.  The cost will be split with $82,300 under the Fleet Capital Charge code 50082577040 and $415,700 charged to Police Operations, Fleet Capital code 10040277040.
