Staff Recommendation:

Adopt a Resolution of the City Council of the City of Rocklin Awarding the Contract for Advanced Traffic Management System, Services & Support and Authorizing the City Manager to Execute an Agreement with Q-Free America, Inc.
BACKGROUND:

On June 11, 2019, the City Council approved the Intelligent Traffic System (ITS) Master Plan and authorized the City Manager to enter into an agreement with WAVE Broadband to provide the infrastructure needed for this plan. The ITS Master Plan builds upon the General Plan and Traffic Circulation Element by setting the vision, goals and objectives for traffic flow from an operational perspective.

 

The next phase of the ITS Master Plan is to leverage the use of an Advanced Traffic Management System (ATMS) that will start with integrating two principal arterials, Sunset Blvd. and Sierra College Blvd. and two minor arterials, Pacific St. and Rocklin Road.  The procurement of ATMS is part of a larger vision to interconnect and synchronize the traffic signals in the City.

 

A Request for Proposals was advertised on December 6, 2019 and December 13, 2019 with the submittal date of February 13, 2020.  Six proposals were received from:

  • Econolite
  • Kimley Horn
  • McCain
  • Q-Free America, Inc.
  • Trafficware
  • Western Systems

 

The proposals were evaluated and ranked by the team and interviews/product demonstrations were held with the top 3 firms.

 

It was determined that Q-Free America Inc.'s proposal is most advantageous to the City, it provides a quality product, services, and support for the most cost effective price.  The total cost for the installation is $151,833.66. Staff seeks 5% change order authority of $7,591.68, for a total budget of $159,425.34 included as part of the ITS project in the FY 20-21 Budget.
Fiscal Impact:

No additional fiscal impact has been identified as the amounts noted in this request are included in the original budget approved by Council.  The account is noted in the table below to demonstrate available funding.
