Subject:Resolution of the City Council of the City of Rocklin Adopting the Salary Schedules

Date:June 23, 2020

Submitted By:Brenna Rowe, Director of Human Resources

Department:Administrative Services - Human Resources

Staff Recommendation:

Adopt a Resolution of the City Council of the City of Rocklin Adopting the Salary Schedules
BACKGROUND:

The Rocklin Municipal Code, section 3.28.030, requires a schedule of the compensation of employees and elected officers to accompany the proposed budget each year, and the California Code of Regulations, Title 2, Section 570.5 requires the City's salary schedules to be approved and adopted at a public meeting.

Several changes to the salary schedules are recommended. In early 2020, the Fire Chief retired, and an interim Fire Chief was appointed. Prior to opening the recruitment for the permanent Fire Chief, a full compensation survey of nine (9) local jurisdictions was conducted to determine if the salary range for the Fire Chief classification was appropriate. Based upon the survey results, it is recommended the classification be moved from Salary Range 41 to Salary Range 38 on the Management Salary Schedule ($156,724-$216,044). All applicants for the Fire Chief position are aware of the salary change. In addition, per the AFSCME and Rocklin Fire MOUs, the salary schedule for these units is to be increased by 2.5% for AFSCME and 2% for IAFF on 7/4/2020. The AFSCME MOU was previously approved by council on 9/11/2018. The Rocklin Fire MOU was previously approved by council on 12/21/2017.

The salary schedules attached to the Resolution have been updated to reflect these recommended salary adjustments.

Fiscal Impact:
Funding for the authorized positions is included in the 2020-2021 budget.
