Staff Recommendation:

Adopt a resolution authorizing the City Manager to execute a contract for City Engineer and Professional Engineering Services with Bennett Engineering Services, Inc.
BACKGROUND:

Following the retirement of the staff City Engineer in November of 2019, the City assessed its long-term needs for City Engineering services through an interim City Engineer Services agreement. Staff has determined that appropriate City Engineer services can be delivered through a contract with a firm to provide up to 20 hours of services per week in lieu of hiring a new full-time staff City Engineer.

Consistent with the requirements of the Rocklin Municipal Code for Procurement, Chapter 3.04,  the City issued a Request for Qualifications for City Engineer and Professional Engineering Services, which was posted on May 8 and 15, 2020, and received submittals from two firms on May 29, 2020: Interwest and Bennett Engineering Services, Inc. The City’s selection committee, which included the Public Services Director, Community Development Director, and Assistant City Manager, reviewed, scored and ranked both submittals. Staff recommends Bennett Engineering Services, Inc. as the vendor whose proposal is the most advantageous to the City.

Bennett has several experienced professional engineers available with varying specialties, to  provide City Engineer services and other related professional engineering services. The contract is for a one year period, however, the resolution grants the City Manager the authority to approve two additional one-year terms. The contract will commence on July 1, 2020, and terminate on June 30, 2021. The contract may otherwise be terminated by either party with 60 days written notice. Services will be provided on an on-call, as needed basis, not to exceed twenty hours per week.

Fiscal Impact:

The total one-year cost for the proposed City Engineer and Professional Engineering Services contract is not to exceed $200,000.  Adequate funds to cover the expenses associated with this contract have been included in the proposed budget for the Public Services Department for FY 2020/21, as follows:
