Subject:Annual Cooperative Agreement with the California Department of the Forestry and Fire Protection (CAL FIRE) for Wildland Fire Protection within  the Clover Valley Lakes Area

Adopt a Resolution of the City Council of the City of Rocklin Authorizing the City Manager to execute the Annual Cooperative Agreement with the California Department of Forestry and Fire Protection (CAL FIRE) for Wildland Fire Protection within the Clover Valley Lakes Area.
BACKGROUND:

Since 1997, the City of Rocklin has contracted with CAL FIRE (formerly known as the California Department of Forestry and Fire Protection or CDF) for wildland protection of the Clover Valley Lakes area.

 

In 1997, per Resolution No. 1997-311, the City Council authorized the City Manager to execute an agreement with CAL FIRE for wildland fire protection with no dollar amount specified.  In 2003, Council authorized the City Manager to execute agreements with CalFire for wildland fire protection within the Clover Valley Lakes area for fiscal year 2003-2004 and in years after, for as long as undeveloped land exists in Clover Valley Lakes area, provided, the cost per fiscal year does not exceed $10,000 (Reso. 2003-276). The Resolution was amended in 2009 to increase the fees for services to $15,000 (Reso. 2009-32) and again in 2013 to $20,000 (Reso. 2013-176).

 

CalFire requires Council's approval of the annual Cooperative Fire Programs Local Responsibility Area Wildland Protection Reimbursement Agreement for the current fiscal year. For Fiscal Year 2020/2021, the CAL FIRE Total Protection Cost for the 622.5 acres in the Clover Valley Lakes area will be $22,999.13. In return, the City of Rocklin will receive automatic responses to wildland fires in the area. On "High Fire Dispatch" days, the City will receive 2 Dozers, 6 Engines, 2 Chief Officers, 2 Hand Crews, 1 Helicopter, 1 Air Attack, and 2 Air Tankers free of charge. See Appendix A for details pertaining to the Operating Plan.

Fiscal Impact:
For the Fiscal Year 2020/2021, the CAL FIRE Total Protection Cost for 622.5 acres will cost approximately $22,999.13. The funds were anticipated and appropriated into the FY 2020/2021 Operating Expenses for the Fire Prevention Budget.
