Staff Recommendation:

Adopt a Resolution of the City Council of the City of Rocklin Approving and Authorizing Execution of an Amended Subdivision Improvement Agreement, an Amended Landscape Agreement, and an Amended Open Space Easement Agreement (Granite Bluff-Phase 2 (SD-2014-0003)).
BACKGROUND:

The tentative subdivision map for Granite Bluff was approved by the City Council on August 11, 2015 by Resolution No. 2015-209. This property is a further subdivision of Lot 1 of Granite Bluff-Phase 1, recorded in Book DD of Maps, Page 65 on August 19, 2016, and is being subdivided into residential lots per the final map.

 

The final map, a subdivision improvement agreement, a subdivision landscape agreement and an open space easement agreement were previously approved by City Council on Dec. 10, 2019. (Reso. Nos. 2019-267, 2019-268) DLC Rocklin, a California Limited Partnership, was the subdivider at that time.  Subsequent to the approval by the City Council and prior to the transmittal of the final map and associated documents to the County Recorder, the project was purchased by KB Home Sacramento Inc., A California Corporation.

 

Due to the change in ownership, it is necessary to update the previously approved subdivision improvement, subdivision landscape and open space easement agreements. No technical changes have been made to the final map since the December 10, 2019 approval by City Council.  Updates to the subdivision improvement, landscaping and open space easement agreements include the change in the subdivider/ownership information to reflect KB Home Sacramento Inc., and in the Subdivision Improvement Agreement, the Warranty bond amount was corrected and the Monumention bond requirement reference was removed, since the monuments have since been constructed.

 

Staff recommends Council approve and authorize the City Manager to execute the amended subdivision improvement agreement, amended subdivision landscaping agreement, and amended open space easement agreement, in substantially the form attached to the Resolution.
