Staff Recommendation:

Adopt a Resolution authorizing the City Manager to execute a contract with PlaceWorks for consultant services related to the update of the City of Rocklin’s Housing and Safety Elements.

BACKGROUND:

State housing element law (Government Code Sections 65580-65589.8) requires each local government to review and update the housing element of its General Plan at least every eight years. The City’s current Housing Element is for the period from 2013 to 2021. The new Housing Element will cover the period from 2021 to 2029 and is due to the California Department of Housing and Community Development (HCD) for certification by May 31, 2021. Agencies who do not update their Housing Elements in conformance with statutory deadlines are required to update their Housing Elements every four years. It is the City’s goal to remain on the 8-year planning cycle for future Housing Element Updates. 

 

In addition to the required update to the Housing Element, the Safety Element of the City’s General Plan also needs to be revised to address climate adaptation and resiliency strategies and identify new information relating to flood and fire hazards in compliance with State law (SB 99, SB 379, and SB 1035).

 

Due to limited staffing and the complexities introduced in Housing Element law particularly since 2017, as well as the short timeline available to complete the Housing Element Update it is recommended that the City retain a consultant to assist with these activities.

 

Discussion:

 

The City issued an RFP for the Housing and Safety Element Update on May 15, 2020.  A total of four proposals were submitted.

 

The proposals were evaluated by an in house Review and Ranking Committee.  The Committee utilized the following Criteria to evaluate the proposals.

 

  1. Scope Understanding and Ability

  2. Commitment to Desired Schedule

  3. Experience and Knowledge of the Team Including New Legislation

  4. Project Management Approach

  5. Proven Track Record of Completing Similar Projects on Time and Within Budget. HCD Certifications.

  6. Cost / Within City Budgeted Amount

  7. Overall Quality of the Proposal

 

After careful consideration of all aspects of each proposal, the Review and Ranking Committee has determined the proposal submitted by PlaceWorks is most advantageous to the City, and recommends the contract for services be awarded to PlaceWorks in an amount not to exceed $99,955.00.
Fiscal Impact:

The total cost associated with this contract is not to exceed  $99,955.

 

Adequate funds to cover this expense ($100,000) were included in the City’s recently adopted FY 20/21 City Budget within the Community Development Department, Planning Division, Consultant Services account.
