Staff Recommendation:

Adopt a Resolution authorizing the City Manager to execute a contract with The Gathering Inn for Homelessness Prevention and Rapid Rehousing Services (FY 20/21).

BACKGROUND:

The City of Rocklin has provided annual funding to The Gathering Inn (TGI) over the course of many years. Initial funding for TGI was through the City’s Community Development Block Grant (CDBG) Program. However, since the amount of funding available from that source is extremely limited for services, the City has gradually transitioned TGI to other sources.  Typical funding requests in the last two years have been for $50,000 per year, which has been budgeted and paid most recently from the City’s Low Moderate Housing Asset Fund. Due to increased demand for homeless related services, TGI requested funding in the amount of $60,000 for these activities in FY 20/21. City Council approval is required for all contracts that exceed $50,000.

Discussion:

The Gathering Inn provides a variety of services and activities for the homeless in Rocklin and throughout Placer County. Expenditure of these funds is required to benefit Rocklin homeless and residents in Rocklin under the threat of homelessness.

The Gathering Inn will use the funds only to provide the services contemplated by Health and Safety Code section 34176.1. Specifically, TGI will provide short­ term or medium-term rental assistance, housing relocation and stabilization services including, but not limited to, housing search, mediation, or outreach to property owners, credit repair, security or utility deposits, utility payments, rental assistance for a final month at a location, moving cost assistance, and case management, or other appropriate activities for homelessness prevention, remediation and rapid rehousing of persons who have become homeless.
Fiscal Impact:

The total cost associated with this contract is not to exceed $60,000. 

 

The majority of the funds ($48,000) will be made available to TGI upon Council approval of the contract and execution of the agreement by both parties. The remaining $12,000 will be issued to TGI following the submittal of required Annual Reports following the end of the 20/21 Fiscal Year.

 

Adequate funds to cover this item ($60,000) were included in the City’s recently adopted FY 20/21 Budget and shown as a planned expenditure from the Low Moderate Housing Asset Fund.
