| | | | | | | | BACKGROUND: | On June 23, 2020, the City Council approved and adopted the 2021-2025 Capital Improvement Plan and the FY 2020-2021 Budget which included the refurbishment of City Hall. This project consists of removing and replacing the building’s windows and exterior siding, Alternate 1 - enclosure of portion of 1st floor deck, and Alternate 2 - replacement of the entire deck structure (both floors).
Staff advertised the City Hall Refurbishment project on June 12, 2020, and June 19, 2020, with the bid opening on Wednesday July 1, 2020. Four (4) bids(s) were received from the following:

Staff has reviewed the bids for sufficiency and determined PBM Construction was the lowest responsible bidder. Staff recommends City Council award the contract to PBM Construction Inc., in an amount not to exceed $844,393. Staff also recommends Council approve the City Manager's change order authority at 20 percent of the contract amount ($168,879) for a total cost of $1,013,272. This will require an additional appropriation in the amount of $300,000 (rounded).

| | | | | | | | Environmental Analysis: | The City of Rocklin’s Environmental Coordinator has reviewed the City Hall Refurbishment Project and determined that it is exempt from review under the California Environmental Quality Act (CEQA) pursuant to California Code of Regulations Section 15301 & 15302. |

| | | | | | | | Fiscal Impact: | This project is included in the FY 20-21 Budget and is funded under Capital Construction Funds (304), Rocklin PFA Funds (311), and additional funding by the SB-2 Planning Grant (100). The SB-2 grant funding is available specifically for the deck enclosure ($56,095). A fiscal analysis of this request has been completed by the Department Head and approved by the City’s Finance Department and an additional appropriation is necessary.
