Staff Recommendation:

A. Adopt a Resolution of the City Council of the City of Rocklin accepting the Public Work known as a Portion of Whitney Ranch Parkway (Station 106+50 to 129+00) (SD-2003-02), approving a Notice of Completion Thereof, and Authorizing the Execution and Recordation of Said Notice on behalf of the City (Sunset Ranchos Investors, LLC).

 

B. Adopt a Resolution of the City Council of the City of Rocklin Approving and Authorizing Execution of an Infrastructure Warranty Agreement and Authorizing  Recordation of Said Agreement on behalf of the City (Sunset Ranchos Investors, LLC.


BACKGROUND:

On September 14, 2004, the City Council approved the Final Map for Whitney Ranch Large Lot Subdivision (Resolution No. 2004-294). The major roadways within Whitney Ranch, including Whitney Ranch Parkway, were irrevocably offered for dedication in fee to the public with the Whitney Ranch Large Lot Subdivision map recorded in Book Z of Maps Page 94. At the time of the map recordation, these dedications were rejected until such time when the roadway improvements were completed.

 

A section of Whitney Ranch Parkway Phase 2E from Old Ranch House Road and Painted Pony Lane to Jamboree Drive was previously completed and accepted by the City. This portion of Whitney Ranch Parkway to be accepted is located at the North Easterly terminus of the aforementioned portion of Whitney Ranch Parkway to the North East 2,250 feet.

Sunset Ranchos Investors, LLC, the developer for Whitney Ranch has completed the Street Improvements and will maintain a warranty bond for a period of one (1) year from the date the City accepts the improvements per the attached resolution and subsequent recordation of the Infrastructure Warranty Agreement. The attached resolution and subsequent recordation of the Notice of Completion will allow the City to take ownership of the subject roadways.

Fiscal Impact:
A Portion of Whitney Ranch Parkway known as Whitney Ranch Parkway (Station 106+50 to 129+00) (SD-2003-02) will be maintained by the City and will have a (1) year warranty bond for any defects arising from the installation of the street improvements.
