| | | | | | | | Staff Recommendation: | Adopt a resolution approving the design for the City Hall Mural Project and authorizing the City Manager to accept the design, and issue a Notice to Proceed to Wide Open Walls. |

| | | | | | | | BACKGROUND: | The City Hall Mural Project involves commissioning artwork for the City Hall building, specifically, the exterior of the building facing the quarry. The Project is included in the City Hall Modernization (Item I1H) strategic planning item, previously adopted by the City Council.
In March 2019, the Art Task Force recommended working with Wide Open Walls to assist with the management of the mural project. Wide Open Walls specializes in public art and the management of mural projects throughout the Sacramento region. At the Parks, Recreation, and Arts Commission meeting on April 10, 2019, the Commission approved moving forward with the City Hall Mural project while utilizing Wide Open Walls to assist with the management and coordination of the project. Wide Open Walls has extensive experience working within the art industry, liability insurance, and a direct connection with experienced artists and muralists, making them an essential partner to this project. On June 10, 2020, the City entered into a contract with Wide Open Walls in the amount of $12,500. This amount includes payment for the design, fabrication and installation of the artwork. Payments are made in phases; the first payment is due following the City's formal acceptance of a design and issuance of a notice to proceed.
The City and Wide Open Walls have been working toward a design concept for the Project. These efforts have involved extensive coordination with the Art Task Force, the Parks, Recreation and Arts Commission, and seeking feedback from community members during public meetings. On July 27, 2020, Wide Open Walls presented a design concept to the Art Task Force, and the Art Task Force provided feedback for redesign of the concept to Wide Open Walls. Thereafter, on August 12, 2020, at a joint special meeting of the Art Task Force and the Parks, Recreation and Arts Commission, Wide Open Walls submitted a revised concept by artist John Horton. The Art Task Force and the Parks, Recreation and Arts Commission unanimously recommended approval of the design concept. The design concept is on file and available for viewing at the City Clerk's Office, and will be presented for viewing at the City Council meeting.
Susanne Stockton, Parks, Recreation and Arts Commission Chair and Trisa Swerdlow, Art Task Force Member, will both be present to discuss the submitted concept design in more detail.
