Subject:Award On-Call Construction Inspection Services Contracts to Multiple Contractors

Adopt Resolutions of the City Council of the City of Rocklin Awarding Contracts for On-Call Construction Inspection Services and Authorizing the City Manager to Execute Agreements with UNICO ENGINEERING, Inc., Coastland Civil Engineering, PSOMAS Inc., and Grand Sierra Construction Services.

 

BACKGROUND:

Due to the recent fluctuations of private development activity related to the economy, as well as the specialty of the construction inspection industry, the City issued a Request for Proposals (RFP) for On-Call Construction Inspection Services. The City will enter into agreements with multiple Contractors that specialize in construction services for roadway and related construction that will provide inspection services on an on-call/project basis.  City staff will continue to provide general construction oversight services, elect to contract with a Contractor(s) to provide construction inspection services for project compliance, and acceptance with all applicable laws, codes, and City Standards.  

 

A Request for Proposal was advertised on July 24, 2020 and July 31, 2020 with the submittal date of August 24, 2020.  Nine proposals were received from:

 

  • Unico
  • Coastland
  • PSOMA
  • Grand Sierra
  • Salaber
  • CSG
  • Mark Thomas
  • 4-Leaf
  • Youngdahl

 

The proposals were evaluated and ranked. The four firms with bid proposals deemed most advantageous to the City are as follows:

 

  • Unico
  • Coastland
  • PSOMA
  • Grand Sierra

 

The City will enter into Contracts for Services with the firms submitting the four highest ranked bid proposals.  Each contract will be for an amount not to exceed $150,000 each. The total cost of $600,000 is included in the FY 20-21 budget and no additional budget appropriation is necessary.


Fiscal Impact:

No additional fiscal impact has been identified as the amounts noted in this request are included in the original budget approved by Council.  The account is noted in the table below to demonstrate available funding.
