Subject:Intention to Annex Quick Quack Sierra College into CFD No. 1 and CFD No. 5

Staff Recommendation:

A. Adopt a Resolution of the City Council of the City of Rocklin of Intention to Annex Territory to Rocklin Community Facilities District No. 1 (Annexation No. 75) and to Authorize the Levy of Special Taxes Therein (Quick Quack - Sierra College).

B. Adopt a Resolution of the City Council of the City of Rocklin of Intention to Annex Territory to Rocklin Community Facilities District No. 5 (Annexation No. 63) and to Authorize the Levy of Special Taxes Therein (Quick Quack - Sierra College).

BACKGROUND:

Quick Quack - Sierra College is a commercial project located on 1.99 acres on Sierra College Boulevard near the I-80 Sierra College Interchange. Quick Quack - Sierra College is conditioned on, among other things, annexation into Community Facilities District No. 1 and Community Facilities District No. 5. Community Facilities District No. 1 finances the operation and maintenance of fire services and ambulance and paramedic services. Community Facilities District No. 5 finances the operation and maintenance of publicly owned parks, parkways, landscaping and street/parkway lighting as well as drainage and waterway maintenance, open spaces and park trail maintenance, roadway maintenance, maintenance of signalized intersections and safety lighting, roadway landscaping and associated signage and infrastructure.

The landowner has submitted a petition and waiver letter for both Community Facilities District No. 1 and Community Facilities District No. 5 which requests the annexations to occur and waives some of the procedural requirements for processing the annexations. With the petitions and waivers, the Council may adopt the resolutions of intention at this meeting, and proceed with the public hearings, elections, and order the annexations at its regular meeting on January 26, 2021.

 

Staff recommends adoption of both resolutions.
