Subject:Appointment of Interim Director of Human Resources

Staff Recommendation:

Adopt a resolution appointing Charlie Wilson as Interim Director of Human Resources and approving the Temporary Employment Agreement.
BACKGROUND:

The position of Director of Human Resources is vacant, with the prior incumbent resigning from City employment in September 2020. In order to provide continuity of leadership within the Human Resources Department while the City recruits for a new permanent Director, appointment of an Interim Director of Human Resources is recommended. CalPERS rules allow the governing body of the employer to hire retired annuitants to fill existing positions on an interim basis during the recruitment to fill the vacant position.  The interim appointee is generally limited to 960 hours per fiscal year.

 

Staff conducted a search for a qualified candidate to serve as the Interim Director of Human Resources, and recommends appointing Charlie Wilson to the position. 

 

Charlie Wilson is a skilled and experienced Human Resources professional. Mr. Wilson has been working in the Human Resources field for 40 years. For over 20 years, Mr. Wilson provided human resources services for not-for-profit healthcare organizations. Mr. Wilson has held key Human Resources/Risk Management leadership positions for the City of Roseville, the City of Grass Valley, Butte County, and Nevada County. Mr. Wilson retired through CalPERS in December, 2017. As a retired annuitant, CalPERS requires Mr. Wilson’s appointment as the Interim Director of Human Resources to be completed by the City Council.

 

In compliance with CalPERS regulations, Mr. Wilson’s salary for the Interim position will be within the existing Salary Schedule for the Director of Human Resources position at $89.5649 per hour, and no other pay or benefits will be provided to Mr. Wilson. A draft employment agreement is attached.

Fiscal Impact:

The cost associated with entering into the Employment Agreement will be absorbed within the Human Resources budget.
