Subject:Right of Way Acquisition of City property by SPRTA for I-80 Auxiliary Lanes Project

Staff Recommendation:

Adopt a Resolution of the City Council of the City of Rocklin Approving the Sale of Real Property to South Placer Regional Transportation Authority and Authorizing the City Manager to Execute a Right of Way Contract.

BACKGROUND:

The South Placer Regional Transportation Authority (SPRTA) is proposing certain improvements to Interstate 80, including the construction of an auxiliary lane on I-80 Eastbound from State Route 65 to Rocklin Road.  This project is also known as the I-80 Auxiliary Lanes Project and is in the final design phase.  As such, SPRTA is ready to move forward with acquiring the necessary real property to proceed with the Project.

 

The City owns 1,461 square feet of property located at China Garden Road, which is within the project area, identified as Parcel No. 045-110-n/a (SR Exhibit 1)(“the Property”).  SPRTA will need to acquire the property in order to proceed with the Project. 

 

All necessary rights of way for the project were valued by a professional independent appraiser, who determined fair market value for the City's property to be $750.00 (1,461 square feet x $.50 = $730.50 rounded up to $750).  Relying upon the independent appraisal, SPRTA (through Dokken Engineering) submitted an offer to the City to purchase the Property for $750. 

 

Staff has evaluated the Property and the acquisition offer and has determined that:

 

  1. The feasibility of any development other than as a transitionary roadway for this area is negligible; and
  2. The sale price of $750.00 for the Property is fair and equitable to the City.
Fiscal Impact:

If Council approves the sale, the City will receive $750.00 from SPRTA deposited into the General Fund.  In addition, sale of the property will result in a slight reduction in open space management costs to the City.
