Adopt a Resolution of the City Council of the City of Rocklin Approving an Amendment to the Permanent and Temporary Part-time Employee Hourly Salary Schedules

BACKGROUND:

The City Council approved the current Permanent and Temporary Part-time Employee Hourly Salary Schedules on June 23, 2020 (Reso. No. 2020-104, Ex. G, H). Effective January 1, 2020, the minimum wage in California will increase from $13.00 per hour to $14.00 per hour.  Absent an adjustment, there are classifications on the Permanent and Temporary Part-time Employee Hourly Salary Schedules that will be below the new minimum wage, including Office Assistant I and Program Assistant I (Salary Range 5, Step 1, wage of $13.00 per hour). In order to comply with the new minimum wage rate, it is recommended the Range 5, Step 1 wage move from $13.00 per hour to $14.00 per hour. In addition, due to compaction, it is recommended Salary Ranges 7-12 are also adjusted, as indicated below:

The changes to the Permanent and Temporary Part-Time Employee Hourly Salary Schedules will be effective on December 19, 2020, which is the pay period that includes January 1, 2021. In addition, it is recommended the Reserve Police Officer classification be removed from the Part-time Employee Hourly Salary Schedule as there have not been paid Reserve Police Officers since July 1, 2011, they are now volunteer positions.

Fiscal Impact:

The increase in compensation due to the adjustment of the California minimum wage was anticipated, and was included in the FY 2020-2021 budget.
