Subject:Resolution Approving Lease Agreement with Rocklin Community Theatre for Finn Hall

Staff Recommendation:

Adopt a Resolution of the City Council of the City of Rocklin Approving and Authorizing the City Manager to enter into a Lease Agreement with Rocklin Community Theatre for Finn Hall.
BACKGROUND:

The Rocklin Community Theatre (RCT), a 501(c)(3) non-profit organization, has leased Finn Hall from the City of Rocklin since 2012. Over the years, RCT has provided many enjoyable programs, plays and enrichment activities for the youth and adult members of our community. In addition, the events held at Finn Hall draw visitors from the surrounding region to the Rocklin Quarry District, thereby benefiting Rocklin businesses.

On June 27, 2017, the City Council authorized the City Manager to execute a Lease Agreement with the Rocklin Community Theatre, Resolution No. 2017-139, to lease Finn Hall and the Annex to the RCT for three years. The term of the Lease Agreement was set to expire on June 30, 2020. On June 9, 2020, City Council authorized the City Manager to enter into a 6-month extension of the 2017 agreement. (Reso. No. 2020-99) The new extension runs through December 31, 2020, which provided time for staff to negotiate terms for a new Finn Hall Lease Agreement.

Staff met with RCT representatives to finalize key terms for the new Lease Agreement. The key terms were presented to and reviewed by the City Council at a regular meeting on September 8, 2020. The new agreement reflects the key terms as presented. The initial term expires on December 31, 2026. The term automatically renews each year on January 1st, unless either party provides notice to terminate or renegotiate the lease, not less than 90 days before the end of the current term.

Rocklin Community Theatre will continue to pay for ongoing expenses such as utilities and regular janitorial cleaning, as well as maintenance of the interior walls, ceilings, and floors. Additionally, RCT has agreed to pay for the expense of biennial wood floor refinishing and pest control services, which was not included in the previous agreement.

Fiscal Impact:
During the term of the Lease Agreement, Rocklin Community Theatre will pay the City $1 per year.
