| | | | | | | | Staff Recommendation: | Adopt a resolution authorizing the City Manager to execute Amendment No. 2 to the Lease Agreement by and between the Rocklin Chamber of Commerce and the City of Rocklin for the Train Station Site (3700 Rocklin Road). |

| | | | | | | | BACKGROUND: | The Rocklin Chamber of Commerce (Chamber) has leased the City-owned Train Station Site located at 3700 Rocklin Road, since July 2006. The current lease agreement will expire July 30, 2021, and the current monthly rent is $1,025.
Due to the impacts of COVID-19 on the local business community, the corresponding reduction in membership income and the cancellation of key revenue generating events hosted by the Chamber, the City Council previously approved the Chamber’s request for a rent waiver through December 2020 (Reso. 2020-134). Unfortunately, the negative effects of the pandemic upon the Rocklin business community continue, and the Chamber of Commerce remains ineligible for a PPP loan due to its status as a 501 C (6) non-profit organization.
Recognizing the importance of the Chamber to the health and welfare of the Rocklin business community, staff recommends supporting a rent waiver through the remaining lease term in order to allow the Chamber to utilize their available funding toward business recovery efforts. Staff recommends executing Amendment No. 2 to the Lease Agreement, extending a rent waiver to the Rocklin Chamber of Commerce through July 2021. |

| | | | | | | | Fiscal Impact: | The fiscal impact of rent waivers granted through December, 2020, was lost revenue totaling $9,125; $3,000 in Fiscal Year (FY) 2019/20 and $6,125 in FY 2020/21. Should the City Council approve the additional rent waiver, the City would forgo additional rent revenue totaling $7,175 ($6,150 in FY 2020/21 and $1,025 in FY 2021/22).
