Staff Recommendation:

Adopt a Resolution of the City Council of the City of Rocklin Accepting the Grant Deed and Approving the Notice of Completion for the Public Work Whitney Ranch Lot 48B Park, Directing the Recordation of the Grant Deed, and Authorizing the Execution and Recordation of the Notice on Behalf of the City (Sunset Ranchero Investors, LLC)

BACKGROUND:

The tentative subdivision map for Whitney Ranch Phase II was approved subject to certain conditions, including the execution of an agreement for the dedication and improvement of a public park on Unit 48. A Turn-Key Park Agreement was approved for the Whitney Ranch Unit 48 Park (Pernu Park) by the City Council on October 14, 2014, per resolution 2014-217. An amendment to the Turn-Key Park Agreement was approved by the City Council on December 10, 2019, per resolution 2019-281. The amendment updated the Subdivision Improvement Agreement to include proposed park improvements for the remaining 2.6 acres of Lot 48 (Pernu Park). The agreement allows the filing of a Notice of Completion once all park improvement requirements have been met.

Whitney Ranch Unit 48B Park improvements have been completed and the City can now accept the improvements. The required land dedication per the Turn-Key Park Agreement is also being provided for approval in the form of a grant deed.

 

Pernu Park Phase II will open to the public as soon as all documentation is recorded appropriately with Placer County.  This process could take longer than normal to complete because of processing delays with Placer County.    

 

 


Fiscal Impact:

Pernu Park Phase II has been dedicated to the City and will be maintained by the City, funded through Community Facilities District No. 5.
