Staff Recommendation:

Adopt a Resolution of the City Council of the City of Rocklin approving and adopting side letter agreements dated January 5, 2021, between the City of Rocklin and the Rocklin Police Officers’ Association, and the City of Rocklin and Rocklin Police Officers’ Association Public Safety Managers’ Bargaining Unit to amend and extend the current Memoranda of Understanding executed February 27, 2018.

BACKGROUND:

The current Memoranda of Understanding (MOUs) between the City of Rocklin (City) and the Rocklin Police Officers’ Association, and the City and the Rocklin Police Officers’ Association Public Safety Managers’ Bargaining (collectively, the “Union”) expired on December 31, 2020. Representatives of the City and the Union have met and conferred and agreed to Side Letters to extend the current MOUs through June 30, 2022.  The terms of the Side Letters are as follows:

  • Payment of $1,200.00 in the next pay period following Union ratification and final City Council adoption.

  • Payment of $1,200.00 for employees on the payroll as of July 2, 2021.

  • The City commits to implement a cafeteria plan to be effective January 1, 2022, and agrees to meet and confer with the Union on or about July 1, 2021 to agree to the terms of the cafeteria plan. 

  • Effective on December 1, 2021, the City shall contribute one-thousand three-hundred fifty dollars ($1,350.00) as an on-going monthly contribution by the City to the cafeteria plan, with $1,200 allocated to medical premiums.

  • Special Duty Pay of 5% above base rate will be applied to an employee who has been called out as a member of the Major Accident Investigation Team (MAIT) on a Major Accident Investigation.

  • Special Duty Pay of 5% above base rate will be applied to a full-time employee with a specialized POST certification training in a POST approved subject who is assigned by the Police Chief to train or instruct other employees, for the hours actually engaged in training or instructing other employees.

  • Minor, non-substantive language clean up.

     

The Union ratified the Side Letter Agreements on December 23, 2020.  Staff recommends the City Council adopt the resolution approving and adopting the Side Letter Agreements to extend the terms of the current MOUs to and through June 20, 2022.

Fiscal Impact:

The costs associated with this side letter are approximately $101,000 for Fiscal Year (FY) 2020/21, which will be absorbed in the current budget through anticipated payroll savings.  For FY 2021/22, the costs associated with this side letter are approximately $176,000, which will be incorporated during the budget preparation process.
