Staff Recommendation:

Adopt a Resolution of the City Council of the City of Rocklin Approving the Final Map of Los Cerros Phase 2 Subdivision (SD-2013-09) and Approving and Authorizing Execution of a Subdivision Improvement Agreement.


BACKGROUND:

The tentative subdivision map for the Los Cerros Subdivision was approved by the City Council on February 24, 2015, per City Council Resolution 2015-64. Originally approved as one project, the developer has separated the project into phases for processing improvement plans and final maps, which is allowed per the project’s conditions of approval. The Phase 1A final map was approved on April 24, 2018, per City Council Resolution 2018-81 and recorded with the County of Placer on May 14, 2018 in BOOK EE OF MAPS, PAGE 12. The Phase 1B final map was approved on September 22, 2020, per City Council Resolution 2020-179 and recorded with the County of Placer on October 19, 2020 in BOOK FF OF MAPS, PAGE 20. The Phase 2 area is now being subdivided into 56 residential lots and 2 lettered lots per this final map.

 

This project is generally located between Clover Valley Road and Argonaut Avenue at the terminus of Hillside Drive, and to the northeast of the Los Cerros Phase 1B final map, as shown highlighted in Attachment 1 – Los Cerros Phase 2 Final Map Exhibit.

 

The owner is  BHEG Los Cerros LLC, a Delaware limited liability company. The Applicant/Subdivider is Toll West Coast LLC, a Delaware limited liability company.

 

Approvals of final maps are procedural in nature and per Government Code Section 66474.1. of the Subdivision Map Act, a legislative body shall not deny approval of a final map if it has previously approved a tentative map for the proposed subdivision and if it finds that the final map is in substantial compliance with the previously approved tentative map.

 

The map is technically correct. All fees have been paid and conditions of approval have been met. The construction of the improvements associated with this map are partially complete and the developer has guaranteed the outstanding items of work with the attached Subdivision Improvement Agreement.  The map is ready for approval.

Fiscal Impact:
The streets and open space lots A and B are offered for dedication in fee to the City on the Final Map and will be maintained by the City after a Notice of Completion of the improvements and Acceptance of the Public improvements has been issued by the City Council. Maintenance costs for the open space lots will be funded through Community Facilities District No. 5.
