On June 24, 2015, the City Council approved the Fiscal Year (FY) 2015-2016 budget along with Resolution 2015-171 which approved the 2015-2019 Capital Investment Plan. Included in the plan was the “Pacific Street at Rocklin Rd Roundabout Project.” The purpose of the Project is to construct a roundabout at the intersection of Rocklin Road and Pacific Street for traffic relief. The first step in this project was to secure the necessary environmental approvals which, after significant delays, have been received. Due to the size of this Project, staff issued a Request for Proposals (RFP) for the construction management to ensure that this Project is run in an efficient and cost effective manner with City Staff oversight. This work is fully covered by the federal funding of the project.
The Request for Proposals was advertised on October 2, 2020 and October 9, 2020 with the submittal date of November 4, 2020. Five proposals were received from:
- Mark Thomas
- PSOMAS
- PreScience
- TRC
- Unico
Interviews were held with the top candidates and it was determined the Mark Thomas & Company proposal was the most advantageous to the City. Staff negotiated with Mark Thomas & Company, which included making minor modifications for a cost of $681,140.00.
The Pacific Roundabout project is funded 100% with Congestion Mitigation Air Quality (CMAQ) funds and is included in the FY 2020-21 budget. No additional budget appropriations are necessary at this time.
