On January 26, 2021, the City Council considered the proposed Ordinance Amendment and Rezone as part of a review of the full Quarry Row project, which also included an Environmental Impact Report, General Plan Amendment (GPA2016-0001), Tentative Subdivision Map (SD2016-0003), Oak Tree Preservation Plan Permit (TRE2016-0002), and Design Review (DR2016-0003).
After public comment and deliberations, the City Council voted 5-0 to approve the Environmental Impact Report, General Plan Amendment, and Design Review (including deletion of condition of approval 4.B, which required outdoor hookups for gas appliances) and voted 4-1 to approve the Tentative Subdivision Map/Tree Preservation Plan Permit (including a modification to a condition of approval 1.C, thereby allowing the City’s standard requirement to provide gas to the subdivision to be waived if Pacific Gas and Electric has no regulatory requirement, contractual provision, obligation, duty, or similar mechanism which requires connection). The City Council also voted 5-0 to introduce, waive the full reading and read by title only, an Ordinance of the City of Rocklin to establish the Quarry Row General Development Plan and to rezone an approximately 7.4 acre site from Retail Business (C-2) to Planned Development 10.5 Dwelling Units Per Acre (PD-10.5). A second reading (title only) is necessary for the adoption and passage of the Ordinance. Pursuant to the Conditions of Approval for each of the other entitlements, they shall not be considered valid and approved unless and until the General Development Plan and Rezone have been approved.

Project Site Location/Description
The subject site consists of six (6) parcels is located on the southeasterly corner of Pacific Street and Grove Street, at 4545 Pacific Street. The Assessor Parcel Numbers (APNs) are 045-031-001, 045-031-002, 045-031-003, 045-031-004, 045-031-005-510 and 045-031-047. See Figure 1.
