Staff Recommendation:

A. Adopt a Resolution of the City Council of the City of Rocklin Approving Applications for Per Capita Grant Funds.

B. Adopt a Resolution of the City Council of the City of Rocklin Approving Applications for Recreational Infrastructure Revenue Enhancement Program Grant Funds.
BACKGROUND:

 

Per Capita Program:

Proposition 68 Funds are available for local park rehabilitation, creation, and improvement grants to local governments on a per capita basis. Grant recipients are encouraged to utilize awards to rehabilitate existing infrastructure and to address deficiencies in neighborhoods lacking access to the outdoors.

Per Capita Timeline:
-Pass Resolution
-Identify projects
-Submit application package by December 2021
-Execute contract by June 2022
-Project completion by December 2023
-Submit completion package by March 2024

Per Capita Project Requirements:
-Must be capital outlay for recreational purposes
-Acquisition or development
-Each project can only have one location

-Projects not serving “severely disadvantaged community” (median household income less than 60% of the statewide average) require a 20% match

The City of Rocklin is eligible to receive $178,000 in grant funding through the Per Capita Program. Rocklin does not meet the severely disadvantaged community designation  as mentioned above, therefore a 20% match of funds awarded is required.

Recreational Infrastructure Revenue Enhancement Program (RIRE):

Proposition 68 grant funds are also available for a local agency that has obtained approval between November 1, 2012, through November 30, 2018 for revenue enhancement measures aimed at improving and enhancing local or regional park and recreational infrastructure to be awarded proportionally based on the population of the voting area.

RIRE Timeline:
-Authorizing resolution and project applications by December 2021
-Execute contract by March 2022
-Project completion by December 2023
-Submit completion package by March 2024

RIRE Project Requirements:
-Project must be for park and recreational infrastructure purposes
-Acquisition or development
-Each project can only have one location
-Project must be located within a voting area that passed the qualifying revenue enhancement measure

The City of Rocklin is eligible to receive $250,000 in grant funding through the RIRE Program due to the November 2018 voter approval of Measure A (Park Development and Maintenance).

After considering grant project requirements, community feedback and input from City Council Members and Parks Recreation and Arts Commissioners, staff is proposing to the apply grant funds from both programs toward the restoration of a portion of the east trails at Sunset Whitney Recreation Area. The completion of this project would allow a section of the trails to be open for public use and potentially provide Americans with Disabilities Act accessibility to this area of the east trials. This project would restore the portion of the east trails identified as phase one in the attached map (Exhibit A). The completion of this project would provide an additional 0.75 miles of open trails to the existing 2.47 miles open on the west side of the property.

 

As part of the grant application process, the State requires the City Council to certify compliance with the grant program requirements, as set forth in the State's template resolution. This includes certifying the availability of funding; compliance with state law prevailing wage/labor compliance programs (Cal. Labor Code sec. 1771.5); consideration of a federal diversity and inclusion initiative; compliance with a state requirement pertaining to education, training and job opportunities for disadvantaged communities; and agreement to comply with all applicable federal, state and local laws, ordinances, rules, regulations and guidelines. Lastly, the State requires the City Council to certify the City's review, understanding and agreement with the General Provisions of the State's grant contract. Copies of the General Provisions are attached to this staff report. The General Provisions require adherence to the grant requirements; indemnification in favor of the State; creating, maintaining, and allowing inspection of financial records; termination by mutual agreement; repayment to the State if the City is in default; agreement to execute the project within the  grant performance period ending June 30, 2024; and agreement to operate and maintain the grant funded project for the duration of the contract performance period ending June 30, 2049.  


Fiscal Impact:
The Proposition 68 Per Capita and RIRE grants will increase revenues within the Park Development Fee fund by $428,000 and creates an expenditure of $472,500, which includes the 20% match requirement for the Per Capita Grant.  The project is estimated to occur during Fiscal Year 2021/22 and is included within the proposed budget for such year.
