Adopt a Resolution of the City Council of the City of Rocklin Authorizing the City Manager to Execute Amendment No. 3 to the Contract for Services with Network Design Associates, Inc., Dated January 10, 2020

BACKGROUND:

The Information Technology Division is currently short staffed in Infrastructure Services. Staff working in Infrastructure Services provide critical functions which include the installation, administration, and maintenance of the following:

• Data network;
• Physical server systems;
• Virtual server and virtual network infrastructure;
• E-mail and e-mail archiving systems;
• Virtual desktop infrastructure and parent image management;
• Windows Server infrastructure services;
• Storage area network and network attached storage;
• Backup and disaster recovery;
• Monitoring, alerting, and report;
• Firewalls and security systems.

The equivalent of two full time staff positions is required to effectively maintain and support these systems and one staff position is currently allocated. Until a position can be added, the continued use of contractors is needed to keep systems properly maintained and to keep up with new technology integration projects.

In January 2020, the City entered into an agreement with Network Design Associates, Inc. to provide assistance in this area. The City Council approved the first amendment to the agreement in August 2020, to include additional services and increase the amount of the agreement to $100,000. A second amendment to the agreement was approved in March 2021, to include additional services and increase the amount of the agreement to $145,000. At this time a third amendment is recommended to include services through June 30, 2022.

Following approval of the first amendment in August 2020, and in compliance with the City’s Procurement Ordinance, the City issued a Request for Proposals to identify the best technology service provider options for the City. After carefully considering proposals, staff determined that Network Design Associates provided the most advantageous proposal for the City.

Staff recommends the approval of a third amendment to the agreement, which will enable the City to continue to utilize Network Design Associates Inc. for supplemental IT services through June 30, 2022. The amendment increases the total sum of the contract from $145,000 to $245,000.

Fiscal Impact:

No additional appropriation is required to cover the cost of this contract amendment as funds are already included in the Fiscal Year 2021/22 Technology Fund budget.
