Adopt a Resolution of the City Council of the City of Rocklin Amending Solid Waste Collection Service Rates within the Incorporated Limits of the City of Rocklin and Rescinding Resolution No. 2020-120.

On May 11, 2021, a staff report was presented to City Council advising that Recology Auburn Placer is requesting a rate adjustment in accordance with the City's Franchise Agreement for Solid Waste Handling Services.  The rate adjustment request consists of a Cost of Living Increase average of 1.7% (Exhibit A) and the pass through of the Landfill Rate increase that was approved by Western Placer Waste Management Authority on March 11, 2021, of approximately 20.55% (Exhibit B). 

On that same date Resolution No. 2021-71 was passed which established Tuesday, June 22, 2021, as a public hearing to allow an opportunity for owners of property and customers served by Recology Auburn Placer to appear and protest the proposed increase in fees and also authorized the City Clerk to give additional notice of the proposed increase and Public Hearing as required by law.  Written notice of the proposed rates and public hearing was provided by Recology Auburn Placer to its customers as required by law.  Written protest and comment letters received prior to the posting of the agenda material are attached as Exhibit A.

Collection Rates – Below is a selected sample of collection rates showing current and proposed rates.  A complete list is attached as Exhibit B.

Recology Auburn Placer continues to perform their obligations in an exemplary manner.  They are responsive to citizen concerns and requests from the City.  Beyond the normal weekly service, Rocklin residents also receive green waste pickup, street sweeping, curbside e-waste recycling, spring cleanup, cardboard recycling and dead (large) animal pickup.

This will impact the average end user approximately 1.7% in the C.O.L.A. and up to 20.55% for the landfill rate increase on their current monthly service bill.
