Staff Recommendation:

Adopt a Resolution of the City Council of the City of Rocklin Approving and Adopting the Fiscal Year 2021/22 Salary Schedules

 

BACKGROUND:

Rocklin Municipal Code Section 3.28 .010 requires a schedule of the compensation of employees and elected officers to accompany the proposed budget each year, and the California Code of Regulations, Title 2 section 570.5, requires the City's salary schedules to be approved and adopted at a public meeting. 

 

The updated salary schedules include the salary adjustments reflected in the previously-approved collective bargaining agreements, recommended revisions to the Management and Confidential Employee Salary Schedules for the 2021/22 fiscal year, previously-approved salary changes to the part-time salary schedules, the compensation schedule for the elected officers and appointed commissioners, and recommended salary ranges included in the Fiscal Year (FY) 2021/22 budget.

 

Management Salary Schedule

Changes to the Management Salary Schedule include:

  • Adds a Director of Administrative Services classification, at Management Salary Schedule A, range 36 ($149,172-$190,386) and Salary Schedule B, range 36- ($149,172-$205,634).
  • Adds a Deputy Director of Administrative Services classification, at Management Salary Schedule A, range 26 ($116,533-$148,729) and Salary Schedule B, range 26- ($116,533-$160,642).
  • Adds a Risk and Benefits Analyst I/II, at Management Salary Schedule A, range 5- (I level - $69,382-$88,552) and range 9 - (II level- $76,585-$97,745) and Salary Schedule B, range 5- (I level- $69,382-$95,645) and range 9- (II level- ($76,585-$105,574)
  • Removes the vacant Finance Manager and the Assistant City Manager/Chief Fiscal Officer classifications.

 

Confidential Salary Schedule

Changes to the Confidential Salary Schedule include:

  • Adds a Senior Administrative Assistant, at Confidential Salary Schedule A, range 11- ($46,040- $58,760) and Salary Schedule B, range ($46,040-$63,466).
  • Removes the vacant Secretary classification.
  • Maintains the vacant Executive Assistant to the City Manager/Paralegal at Confidential Salary Schedule range 24, but splits them into two separate classifications.

 

Public Service Employees Salary Schedule

Changes to the Public Service Employees Salary Schedule include:

  • Removes the Public Services Administrative Supervisor classification. This classification is encumbered, but the employee is being reclassified to an Administrative Analyst, which is already on the salary schedule.

 

Copies of the job descriptions for the new classifications proposed to be added to the FY 2021/22 salary schedules are included as exhibits to this staff report.

Fiscal Impact:

None.  Funding for the authorized positions is included in the FY 2021/22 budget.
