Subject:Revisions to the Rules, Regulations, Benefits, and Policies Relating to Employee Relations Between the City of Rocklin and Management and Confidential Employees

Staff Recommendation:

Adopt a Resolution of the City Council of the City of Rocklin Adopting Rules, Regulations, Benefits, and Policies Relating to Employee Relations Between the Management and Confidential Employees and the City and Repealing Resolution No. 2019-165. 

BACKGROUND:

The Rules, Regulations, Benefits, and Policies Relating to Employee Relations between the City of Rocklin and the Rocklin Management and Confidential Employees were last revised on June 25, 2019, by Resolution No. 2019-165.  If this Resolution being brought before the City Council today is adopted, it will be effective on July 3, 2021.

 

The Management and Confidential Policy is for unrepresented employees in classifications identified as Management or Confidential. To the extent these Rules, Regulations, Benefits and Policies for Management and Confidential Employees conflict with the City’s Personnel Rules, the terms herein will prevail. The Director of Human Resources is recommending the following updates to the Management and Confidential Policy:

 

  • Effective August 1, 2021, the City will increase the Vision insurance benefit for frames.  Estimated annual cost: $5,000.
  • Effective January 1, 2022, the City will implement a 125 Cafeteria Plan flex credit, and contribute $150.00 on a monthly basis to qualified employees in the management and confidential unit. Estimated annual cost: $59,400.

 

Additional changes recommended for update, and which have little or no known direct cost to the City include, but are not limited to:

 

  • Effective July 3, 2021, the City will increase the vacation maximum accrual by eight (8) hours.
  • Effective January 1, 2022, the City will offer a second dental plan – PPO Enhanced option. Employees choosing the enhanced plan will pay the difference between the basic and enhanced option premiums.
  • Added an article on probationary periods.  The purpose is to provide a qualified twelve (12) month probationary period for promotions and a one-time extension.
  • Added an article on Nepotism.  The purpose is to regulate, restrict, or prohibit the employment of relatives or when two existing employees enter into a relationship when it may have a detrimental effect on supervision and morale, and is necessary for proper and efficient operation and delivery of City services.
  • Several other articles were modified to clean up and clarify language that was outdated.
Fiscal Impact:

The fiscal impact is estimated to be $64,400 annually.
